In Case 1, we never know if the user really needed volume 3 of the Million Dollar Directory. The librarian in this scenario did not take the time to ask more questions regarding the information the User was looking for. The librarian only took the question literally, which violates RUSA guidelines. RUSA states that we should ask more questions about what the User was looking for because often times, people are too shy or do not feel comfortable just asking for the information they are looking for. Had the Librarian in this scenario asked more questions, the User might have been able to find a book similar to or the information he needed.
